HBATr TRAFFIC AGREEMENT. Mb H. Okby, chairman of the County Oounoi), waited on the Borough Council on Monday evening with a view to arranging a way out of the difficulty that had arisen as to the duiation of the agreement under which, in lieu of paying the tax under the County byelawa for heavy traffic, the Borough were to contribute £350 towards metalling the road at Fitzroy to its full width and pay £lO a year towards upkeep. He pointed out that while the borough proposed that the County should be tied down to the arrangement for an unlimited period the Borough could | terminate it at the end of five years, and this the County Council could not agree to. He suggested that a way out of the difficulty would ba to arrange that at the end of five years if the amount for upkeep could not be agreed upon it should be ascertained by arbitration. Cr. Connett considered that matters had changed since the proposal was first discussed, as the County were modifying the tax and it roight suit the Borough better to pay the fees than carry out the original agreement. Cr. Brooking took the same view. Cr Wood thought the Borough carting of metal might cease in three years. Mr Okey said the point was that the County was bound lor all time, and the Borough for five years. The Mayor could see the point. He stated that the Henui Road Board had expressed an opinion to him that probably in three years time they would have joined the Borough. Or. Wood considered there was a good deal in Mr Okey's contention, and he suggested enlarging the term to 10 years. Cr. Brooking—lf 10 years is inserted the metal will be worked out before then. Mr Okey—The road will be included in the Borough by that time. Cr. Bellrioger moved that the termbe extended to 10 years, and after that time the question of contribution i towards upkeep be submitted to arbitration.—Carried.
