AVOKUHO, July 2, At a meeting of tha Trades and Labour OounciJ, Mr Artliur Roeeer resigned the effioa of president owing to the resolution passed at a previous ' i meeting recommending another member (Mr Horning) for appointment to £ the Upper House. In reference to the Council'* Mcommendation, the Premier wrote that he generally held that the claims of those who had baen in publio life or had held public positions were paramount, but the question was one about whioh there was great divergency of opinion. The Governor had the final approval in the matter. Considering the number now in the Legislative Council, the Government had no present intention of ad* vising His Excellency to inoreue the number. Wednesday's Order Paper shows that Mr E. M. Smith has given notice of a Bill to amend the Taranaki and Hawera Hospital Discriot Aot of last session. Iu reply to a question put by Mr B. M. Smith to Sir Joseph Ward, to when he would keep his cronuso ""' to give a daily mail service between Opunake and New Plymouth, Bir Joseph replied that it will be provided for whan they make, the new contract, on the expiration of the present one,- • . •■•
