The Rand Chamber of Mines is considering the offer of a Japanese syndicate to supply 100,000 Japanese miners. - Although Ben Viljoen selected a Mexican locality for irreconcilable Boers, he himself will settle in South Africa. He considers the outlook at the Cape hopeful, and adds that if tbe officials adopt the Home Government's admirable policy, the hatred engendered by the war will soon disappear. Frank Goddard was sentenced to twelve years' hard labour at Johannesburg for waylaying and robbing Customs officers on March 7th. An accomplice of Goddard's was sentenced to ten years for throwing pepper in the •yes of the officers. MUNICIPAL FRANCHISE. Received 9,11.8 p.m. Cap* Town, June 9. The Transvaal legislature has sanctioned the exclusion of coloured persons and aliens from the municipal franchise.
