The "Duke of Devonshire stated in the House V Lords that it was necessary 120,000 troops should be available for service abroad to secure Tndi i against internal disturbances and protect the Indian, Canadian, and West African froutiers and naval bises; also to strike a decisive blow against those Powers who were invulnerable against the operations of the fleet.
