Wellington, March 25. j In the Port Chalmers licensing case at the Appeil Court, Mr Adam?, for respondent-, submitted that regulation under the Losal E'eetions Act sets up a special tribunal, and designates a particular person who is to constitute it, and thit he, and he only, can hold an inquiry under the Act. Further, that there could be no question, as Mr Oaraw was the Magistrate for Port Chalmers and not Mr Graham. The Court reserved judgment.
