Mr Bilfour, replyiug to a deputation in favour of the appointment of a Royal Commission on the question of the supply of foad in war time, siid he recognised the impoitance of parrying, if possible, the obvious danger consequent on the country's dependence on foreign states. What hw feared was not the exclusion of ford in the raw ma'erial, for it was not likely that a great exporter like the United StaH-s would tolerate the capture of inetchaud\se carried in her owu ships; but what he fesrcd was the cost < f food and war material under certain oondit'ons. Tho question of price would ultimately he a question of insurance. After discussing the capabilities of neutral shipping, and the difficulties of thei creation of a corner in food s'uffs and other points, Mr Balfour said ha would bs glad to consult the deputation regarding the precise seop-j of the inquiry. ________________
