PBB PRESS ASSOOIAIIOK. i London, April 28. | Tbe scheme of Mr Robert Williams, , concessionaire, for connecting Masbonaland and Congo Free State sections of the Cape-Cairo railway, has caused much in Berlin, and Germany has withheld consent to Mr Oecil Rhodes' proposed north to south railway through German territory, awaiting the Reichstag's approval of a line from the coast of German East | Africa to the top of tbe Oape-Oairo. line with a view of securing contracts' for material required for the Rhodes j construction line;
