DISAFFECTION IN THE ARMY. PER PRESS ASSOCIATION. London, April 17. Letters from Russia reveal a deeprooted movement against autocratic government in the army. Disaffected troops refused to fire upon strikers at St. Petersburg, Moscow, and Tula. The Czar is inclined to moderation. It is reported that M. Gobiedonostzeff and other members ef the Council and Ministe v s of the Empire prevent the Czar from realising the desperate condition of the country.
