HON. A. J. OADMAN AHD THE HARBOUR BOARD. PROPOSALS fOR IMPROVING THE HARBOUR.

The following is a copy of the memorandum forwarded by thn Hon. A. J. Oadnaan, U.M.G., to Mr. J. B. Connett, chairman of the Harbour Board, containing his proposals for improving the harbour. In hit letter Mr. Oadman re-iterated hit opinion "that the Harbour Board is the proper authority to carry out the improvements to the harbour." He, however, submits the

following proposals for the consideration of the Board, and a copy of the memorandum has been forwarded to each member:

Memorandum of proposals for completion of New Plymouth breakwater «nd iocieisitig the wharf accumoiodatir.n, encksed in my letter of Febrmry 18th to thu cbairmm of the Board. .

1. Liability (o levy rates on land within the present harbour rating dist' ict to be übolished.

2. Piopcsed Company to take over present harbour liability. 3. Company to assume control of the harbour, together with wharves, breakwater, plant, work*, endowments and rsvenue of every description for fiftysix (56) ysarg. 4. Government, Harbour Board for other local authority then to have power to resume possession at valuation.

5. Maximum charge for harbour dues and port charges to be fixed by mutual arrangement, leaving it to the company to reduce B'me if they consider it advisable.

6 All harbour works, plant, etc., to be valued when taken over by company, and the whole of the work*, plant, etc., to be (gain valued at expiry of fifty-six (66) years, the corop my to be paid the difference by the body empowered to resume possession, the company to remain in undisputed possession until they have received the amount due.

7. Work to be commenced within months from date of agreement, S. Engineer in charge of works to be approved by company, Harbour Board, and Government before works are proceeded with.

9. Harbour Board to promote legislation necessary to give tff.cfc to any agreement arrived at.. (Signed) A. J. Cadma.n. 18th February, 1902.
