BUILDING BYE-LAWS.

AN AMENDMENT IN PARTY WALL REQUIREMENTS. At the Borough Council meeting on Tuesday, »he Mayor referred to the fact that the Council's first business would be the confirmation of tbe borough building bye-laws. Owing to the recent fiie in Devon-street, however, it bad been found that a condition of affairs had arisen in connection with the question of party walls, which was not. contemplated when the new byelaws were being f ram«d. The Borough solicitor recommended an amendment of the bye-laws as follows : -That byelaw 6 of the "Building Bye-laws, 1902," be Bmended by adding the following Bub-stctioo : —To repairs to the walls ef any building of more than one storey erected before the coming into operation of these bye-laws when such repairs extend only to the original walls of the upper storey or storeys (the whole of the framing of the ground floor or storey being complete and in sound condition), The Mayor explained that a case had not been anticipated in which only the upper storey would be burned, and it was now considered tbat so long as the framework of the ground storey was strong enough to bear the upper structure it would scarsely be expected that the owner would have to pull down the ground storey in order to build party walls.

He then moved that the amendment quoted should be included in the byelaws. Or. Oonnett seconded. Or. Olow asked how it would affect a buildiDg in existence before the byelaws came into force aod to which it was desired to add another storey. The Mayor replied that the matter would remain entirely in the hands of the Building Inspector. The Mayor then moved formal resolutions comfirming the bye-laws, which shall come into force on 24th February, 1902; appointing Mr T. K. Skinner Building Inspector, pro tern; and deciding tbat after 24th inat. the entire administration of the building byelaws be handed over by the Council to the Building Inspector.
