Lessir, the Russian Ambassador, is negotiating with Li Hang Chang alone a new Manchurian Convention, on the same lines as the last. It is cleverly worded so as to China's fae*". Prince Ching is indignant at being kept in ignorance of the negotiations. The Yarjgtse Viceroy's have twice protected agains l ; tho resumption of negotiation*, and powerful agencies are at work to induce the Court not to sign the Convention.
