COUNT COUNCILS CONFERENCE.
PEtt PRESS ASSOCIATION Wellington, July 16. The County Councils Conference opened to-day, and immediately proceeded to discuss the Counties BiD. There was considerable debate on the p oposed constitution of districts, and in tbis connection clause 2 was struck out. On the clause providing that every new county should be divided into cine Ridings, a proposal that fifteen Ridings be inserted was agrted to. A number of delegates urged that in the constitution of the new Ridings rateable value, as well as population, should be taken into acount, !»nd, with the view cf making a provision to this effect, clause 7 was st'uek out and a new clause to replace the one deleted will be drafted by the revising committee. The Conference resolved to recommend a reduction of the area comprising town districts. A resolution was moved in the direction of abolishiug road districts in order-to save the expense of dual administra'ion. Sir George Gliflord and several delegates expressed a hope that the provisions of the Bill with regard to road districts would not be interfered with, while others thought that wheie County Counci's and Road B >ards overlapped each other somethirg should be done. The question was still uuder discussion when the Conference adjourned.
