A St. Petersburg newspaper, Noval Vremya, states that the Corf an Ministers of Justice and Interior, have been banished for conspiracy. They intended to dynamite the official quarters of the Russian President at Seoul, with the object of provoking the advent of foreign troops to protect the fresh Ministry. The plot failed owing to discord between the conspiring Ministers.
