BOROUGH COUNCIL.

A special meeting of the Borough Council was held on Wednesday. I Present: His Worship the Mayor (Mr. E. Dockrill), Ors. Lealand, Glow, Brooking, Oollis, Avery, Oattley. Stohr, and Ward. A formal resolution, striking the rate for the current year as advertised, was passed. I The Chairman of the Health Committee (Mr. Oattley) presented the Medical Officer's report on premises which he had visited. With regard to l Mr. James Fortune's premises, he found the place peifectly clean, and the method of keeping fowls, as adopted by the occupier, could hardly be regarded as a menace to public health, but in view of the possible approach of the plague and of the recommendations of che Plague Commissioners, it was advisable that Mr, Fortune erect a fowl house at the distance from the house suggested by the Commission. He also advised that an old well should be filled in and improvements made in the method of dealing with the household tftluent. Saveral houses and outhouses were condemned as unfit for habitation, and the necef sity for improved drainage in other places was insisted on. Saveral important matters were reported as requiring attention at the Government Buildings, including the rebuilding of the caretaker's house and the cells, the provision of larger space for the telegraph and telephone operators, with improved ventilatior>, chest complaints being frequent amongst the telegraph operators on account of the atmospheric surroundings.

On the motion of Cr. Oattley, who said this was only the first batch of cases, the report was adopted, and instructions given to serve the parties concerned with proper legal notice, in accordance with the recommendations in the report, it being understood that the Borough Solicitor should advise as to the form of noticp, and generally as to what steps should be taken in the matter,

It was also decided that for the information of the burgesses the sections in the Act empowering the health authority to take proceedings be advertised. The Council rose.
