COMMISSIONS OFFERED TO NEW ZEALAND. DuNi'Dis, March 23. The Governor bas forwarde 1 the following cablegram to the Premier, which he received from the Secretary of State for the Colonies yesterday:—"Tat Secretary of State for War offers ten Royal Artilleiy and twenty Icfantry commissions for gentlemen selected by you after consultation with the Imperial officer commanding the local forces, Candidates must bs British subjects of good character, between the ages of 20 and 30, unmarried, and passed by a Medical Board as it for service according to the regulations of 1899, paragraph 1, appendix 1.
