The general tocial amenities, togethed with the benefits of unemployment insurance and other social services are more than offset by the fear of a European war. There is a growing feeling at Home and overseas that it would be good business from an Empire standpoint if the British Government gave a lead, and make it clear that no wellconsidered scheme would be held up owing to lack of money.
