APPEAL TO LEAGUE
LOYALIST GOVERNMENT GERMAN-ITALIAN INTERVENTION Franco’s Note To Basque Government Press Association—Copyright. (Received 9 5 a.m.) Tokio, May 20. “Politically the Pacific is secure," deeclares the newspaper Yomiuri Shimbun, commenting on the pro. posal of Mr J. A. Lyons, Prime Minister of Australia, to call a Pacific conference. “The Powers bordering the Pacific do not intend to break the status quo, but existing trade restrictions must ; be adjusted in order to make security effective.” The Asahi Shimbun editorially agrees in principle with Mr Lyons’s ideas' and contends that the confer, ence should be devoted to economic problems aud the distribution, of natural resources. It says there are ample precedents to prove that military pacts for securing peace tend to foment trouble. The newspaper Hochi doubts the possibility of concluding /a Pacific non.aggression pact, which must be preceded by the definition of an ag. gressor and the promotion of collective security.
