LOYALIST GOVERNMENT CABALLERO'S PLAN REJECTED Communists As Champions Of Law And Order Press Association —Copyright. (Received 10.5 a.m.) Valencia, May 17. The Spanish Prime Minister, Senor Largo Caballero, failed in his attempt to form a new Cabinet, owing to the rejection of his reconstruction plan by the Communists. Socialists and Rebublicans. • The emergence of the' Communists as the champions of law and order is the most curious feature of th© Cabinet crisis, which is primarily a move toward a more moderate Government and the re-establishment of (he pre-civil war Popular Front Government, to which, it is believed, the Democratic Western Powers ai© sympathetic. The Communists mistrust Senor Caballero as being too partial to the Anarchists. The Minister of Finance, Senor Negrin, who is a Socialist, has been asked to form a Cabinet.
