Although created a viscoun'ft in the Coronation honours, Sir Herbert Samuel, formerly Leader of the Parliamentary Liberal Party, si ill opposes the hereditary principle of choosing members of any legislative assembly. In a letter Jo the president of the Liberal Asocial ion of Darwen, Sir Herbert Samuel says he declined a peerage 20 years l , ago and would' still be reluctant to surrender a seat in the Commons for one in the Lords, but the voters of Darwen had rejected him and he would have no opportunity to win back the seat for three years, when he would be in his seventieth year. Therefore he chose to continue public service in the House of Lords 1 , but would always vote for abolition of the hereditary principle for legislators.
