BELIGUM’S INDEPENDENCE
THE NEW ARRANGEMENT. RELEASE FROM OBLIGATIONS TO ENGLAND AND FRANCE. WILL EQUIP HERSELF WITH EFFICIENT ARMY. X (Press Association—Copyright.) Received 1 1.50 a.m. London, Arii 21. Under the new arrangement by which England and France will concede Belgium’s independence, Belgium insists on a complete release from all obligations to England and France. However, in the meantime the Locarno agreement of March 19 will remain intact between England and France. Accordingly, conversations on the matter will occur in London to-morrow between Mr. Anthony Eden and M. Daladier. Belgium's undertaking to equip herself with an efficient army is accepted by England and France, who will henceforth have no written undertaking that Belgium will advise them if hostile aircraft infringes Belgian territory. It is gathered, however, that Belgium would regard such action as a violation of her independence, permitting her immediately to advise England and France.
