ARMAMENTS RACE.
Japan Not Taking Part. Press Association—Copyright. New York, March 30. The Japanese Ambassador, Viscount Saito, in a speech to the Japanese Society to-day, said that Japan was not taking part in the armaments race. Her land and sea armaments were not disproportionate to her position and needs. He did not believe that the United States Navy was one which would be used for offence.
