JAPAN’S PROBLEM PENETRATION IN SOUTH SEAS. Land in Dutch New Guinea Sought. Press Association —Copyright. Received 1.50 p.m. Tokio, March 23. The expansion of Japanese influence southward of the Equator, where her mandate terminates, was the subject of a speech in the House of Representatives by Mr H. S>akurai, former Un-der-Secretary for Overseas Affairs. Mr. Sakurai advocated Japan’s applying to Holland, for the permanent lease of land in Dutch New Guinea on Which to settle surplus Japanese population and produce raw materials.
The Premier, Mr Hayashi, promised to remember Mr Sakurai’s suggestion. He emphasised that Japan’s peaceful commercial penetration in the South Seas had not threatened Dutch territory. Mr Kuwashima. Japanese Minister to the Netherlands, it' at present touring the Dutch East Indies, preparary to reporting on the subject. There are already large Japanese investments in Dutch New Guinea, the Moluccas, and Celebes,, while Mindanao. an island of the Philippines, tupportS' 20,000 Japanese settlers.
