He is edeavouring to assemble the tribes for a Holy War. From nis sick bed, which is bring- carried among Ihe tribes, he is inciting them to acts' of hostility. There are no signs that he is receiving any assistance from the tribes on the Afghanistan sale of the border, although he has endeavoured to do so. There are many troops in the neighbourhood to meet any eventualities.
