SEVEN-POINT SCHEME

A Government communique -states that after listening to Signor Mussolini report on the birthrate, the Fascist Grand Council approved the following seven-point programme: Firstly, preference is to be given fathers of large families in the matter of employment. Secondly, the policy of family wages is to be instituted, making the Incomes.' proportionate to the burdens of families as a whole. Thirdly, there is to be a revision of the present measures for encouraging large families to as to ensure a steady standard of living for such families.
Forthly, the institution of marriage loans, endowments and insurances for young workers.
Fifthly, the- establishment of a National Association, the members oi which shall be the fatflers of large families.
Sixthly, the revision of provincial communal boundaries order to sup press communes where its aged and declining population no longer needs the benefits of public institutions. Seventh, the creation of a central organisation for the control and propagation of the Government’s policy., for a.higher birthrate.
