Bill To Reduce Their Powers Negatived.

Mr. Herbert Williams, M.P., in mov ing an amendment to the Parliament Act to abirate the delay in the enactment of certain measures' rejected by the House of Lords, declared that the House of Lords was in too strong a position. In view of this, he propos ed that Bills that the Lords rejected should be referred to local authorites who were a representative section of the people, if they approved, then th 6 Bills should be submitted for Royal Assent without delay. The Bill was negatived without a division.
