The House of Representatives today passed a Bill permitting voluntary retirement of Supreme Court Court judges.' on full pay at the age of 70 years, which some factions hope will pave the way for a compromise through the retirement of at least two justices. Mr. Cox, a Democrat, stated: “President Roosevelt is asking for pow'er that no one man in the world ought tfc enjoy. It is thpt most terrible threat to constitutional government in the history of the nation.” Mr. Lamne'ck, another Democrat, flayed (he proposal and criticised the members of the House for permitting the leaders to use them as rubber stamps. The New York Times’ poll of the Senate now shows' that 21 senators against the proposal, IS for it .and .35 uncommitted. Bishop Manning devoted a sermon to condemnation of President Roosevelt’s plan, which he said would be a deafth blow to constitutional de,mocracy.
