Capital To Be Raised In England. Press Association —Copyright, Received 11.30 a.m. London, Feb 11. In the House of Commons Mr. Neville Chamberlain, Chancellor of the Exchequer, said that expenditure on defence was growing at a pace which it was impossible to meet entirely from revenue. He would shortly introduce a bill authorising the raising of acpitai or the use of Budget surpluses, specifying a limit of £400,000,000 spread over five years and redeemable in 30 years Parliament would control the annual expenditure.
