An expert on Imperial affairs says that Britain must pave the way with gold. Then the Empire can be opened up as it should. Mr. Ramsay MacDonald is said to have declared that unless we develop the Empire, someone else will. Against this, the forecast is certainly for an Increase in income tax for defence expansion. A loan in addition, for this purpose, is also talked of.
