at present dispatching volunteers and considers unilateral measures inexpedient because the rebels have not agreed to the prohibition of volunteers and war materials which Russia proposed to the non-interven-tion committee on December 4. “The Soviet urges members of the League of Nations to instruct their agents and warships in Spanish waters to watch for the possible arrival of volunteers and report them for the public information,” the reply adds.
