Cordial and sympathetic tenupered with realistic observations, is the official description of the Italian reply to the British-French non-interven-tion appeal. The reply is believed to be couched in similar terms to the German reply and amounts to the refusal of Italy and Germany to prohibit the despatch of volunteers to Spain until all forms of direct and indirect assistance to either side are abolished. The reply severely criticises Russia.
