GERMAN REPRISALS
STATEMENT AWAITED May Be Regarded As Mere Incident. Press Association—Copyright. (Received 1 p.in.j Berlin, December 28. Officials have learned that the measures to be taken regarding the seizure of the steamer Palos will probably be announced today or to-morrow. It is generally agreed that warships have been sent to Bilboa but t’he orders are not revealed. A message from Bayonne to-day reveals that a Basque Government official states ffiat fthej Palos was carrying contraband >arg'o.'- : The captain refused to explain 'his cargo between the time he was summoned $o stop and the arrival at Bilbao, and allegedly destroyed compromising documents. Also, his passengers from Melilla were unable satisfactorily to account for themselves. A later message to-day indicates that Germany hopes to settle the affair without force, to-day's disposition being to minimise the affair as ,a mere which strikingly contrasts with the out r spoken utterances cited on Saturday. . . ' < A Ministerial spokesman now declares that no flnesh war vessels will be sent to Spain from Germany, though two pr three are near Bilboa tn the course of their routine patrol. The German Press maintains complete silence. • .
