ARRIVAL IN SPAIN. COMMITTEE ANXIOUS Control Of Imports Of War Material . Press Association—Copyright. Received 11.30 a.m. To-day. London, December 2. The Non-Intervention Committee has decided to forward to both parties in Spain a scheme for supervision of land and sea imports of war material. The Portuguese delegate did not vote, and others made reservations. The chairman said that Britain was not satisfied with the working of the previous agreement, which should be scrupulously observed. Britain was also anxious about the reports of the arrival of foreigners to participate in the civil war. A Paris message states that it is confirmed that_ England and France are collaborating with a view to mediating in Spain. According to a cable message received from Berlin to-day, official messages state that Nazi correspondence alleges that there is a secret treaty with Russia to supply Spain with troops, arms, munitions, aeroplanes and chemicals, in return for which five hundred million pesetas will be placed at Russia’s disposal.
