League Council To Consider Spanish Crisis. Press Association —Copyright. Geneva, Nov. 27. The French Foreign Minister,. M. Delvayo, declares that recognition of General Franco’s administration, which was created by wire-pullers of the German and Italian Powers, is an act of aggression against the Spanish Republic; threatening to disturb international peace. He has now circularised all members of the League Council with a view to fixing an early discussion, for which .the council is expected to meet on December 2 or 3, though the motive of Spain’s request is not apparently to seek aid from the League ‘but to draw attention to the danger : bf the extension of the arena, which is threatened by the increased Fascist intervention on behalf of ,the rebels. ’ The ; question 1 may J become one of the most serious in the League’s history, inasmuch as the Spanish Note arraigns two of the most powerful European nations, which have already displayed hostility towards <the League and ’may' disdainfully regard any' suggestions for the settlement of the crisis. ’ It’is doubtful indeed whether Italy will be represented at the crucial meeting, which many students of 'international history regard as presenting the League with a situation which may lead to its survival or downfall.
