REPORTS. Mr. Baigent brought up the report of the select committee on the postal communication within the province. Read and ordered to lie on the table. " Mr. Horn brought up the report on claims for compensation for certain breaches of contracts on the part of the Ne«v Zealand Company; and the report ofthe select committee on the subject of vaccination. RIFLES. The Provincial Secretary moved for leave "to bring in a bill to promote the use of the rifle in the province of Nelson." Leave granted. Bill read first time. interest on public moneys. ({ Dr. Monro asked the Provincial Secretary it any interest is allowed by the Union Bank for the. large sums of money deposited in its branch here;. and if such be the case, what the terms are. The Provincial Solicitor replied by reading, a statement from the manager ol the bank, to the effect that three per cent, was allowed. institute loan bill. Mr. Curtis moved the second reading ol the Nelson Institute Loan Bill. Bill read a second time. Mr. Wells brought up the report of the committee on the Nelson Institute Loan Bill, with amendment, which was received. ESTIMATES. The Council went into committee on the Estimates. FRIDAyT APRIL fl. REORGANIZATION OF GOVERNMENT. Mr. Kelling moved «* that, looking at the curtailed area of the province, and its prospective restricted land revenue, this Council is of opinion that a reorganisation of the Government is necesI sary, with a view to lessening its cost; and the Council would suggest to the Executive, whose province it is to initiate such a proceeding, that if such a reconstruction ef'the Government is not previously effected, the occasion of taking possession of the new public buildings would be a fitting opportunity to give effect to the wish expressed ra this resolution." Miv Curtis seconded the motion. A rather warm debate followed, m which Messrs. Saunderß, Curtis Monro, Wells, Horn, Simmonds,
M'Rae, Parker, Elliott, the-Provineial Solicitor," aud the Provincial Secretary took part.
Mr. Saunders moved as an amendment, "that this Council pledges itself earnestly to support the Executive in any practicable system of reduction that its knowledge and experience may enable it to propose at the next meeting of this Council." Mr. Simmonds seconded the amendment. Amendment carried, The Council adjourned to Tuesday (this day), five o'clock.
