TUESDAY, APRIL 24.
All the members present except Messrs. Gibbs, Mackay, M'Mahon^ and Marsden. Mr. Saunders took'his seat for the district of Waimea South. '- MESSAGE.. -;■■■.[ . ■ .',;-• <X . Message No. 10, transmitting a statement ofthe outlay by the Government on the road between Wakefield and the Top House. . .y. ■ , TASMANIAN MAID. ■ The adjourned debate on Mr. Curtis's motion of the previous Thursday, on the subject of the subsidy to the Tasmanian Maid took place. Motion carried. NELSON INSTITUTE. :. Mr. Curtis moved for " leave to bring in $ bill to authorise the Trustees of the Nelson Institute ;to borrow money'upon security of property of the Institute." Mr. Wells seconded the motion. Carried. Bill read first time. SHIPPING IN THE PORT OF NELSON. Mr. M'Rae moved "that his Honor the Superintendent be requested to furnish this Council with a return of the number of vessels Vvhich have entered the port of Nelson in the years 1857-8-9; the amount of tonnage, with the pilotage received from each-ship, and the amount received per year. Mr. Kelling seconded the motion. Carried. Mr. Horn moved "That it is desirous that a ferry boat be established, if practicable, across the Waimea river, somewhere between Dr. Momo's and the road leading to Mr, H. Redwood's, and that his Honor the Superintendent be requested to take the necessary steps for the same.'' Mr. M'Rae seconded the motion. Carried. ESTIMATES. The Provincial Secretary moved "that the Council resolve, itself into committee for the further consideration of the Estimates." The Council went into committee; Mr. Wells in the chair. WEDNESDAY, 25. Dr. Monro presented a memorial from the Order of Odd Fellows, praying that their property might be exempted from the town rate. INSOLVENT DEBTORS' COURT. V Mr. Horn moved " that it is the opinion of this Council the time has now arrived when for the protection ofthe mercantile and other interests, an Insolvent Debtors' Court should be established in this province ; and further, that it is most unfair that, whilst the creditor is free from all charges, tlie entire support of the debtors, and in many cases of their families, falls upon the public." Mr. Parker seconded the motion. MESSAGES. Message No. 11, copy of a Report from Dr. Tatton of an analysis of a sample of coals lately procured from the Grey district. Message No. 12, transmitting a return of all cases treated in the Nelson Hospital'and Lunatic Asylum during the year commencing from Ist January and ending 21st December, 1859. ROCK AT THE PORT. Mr. Elliott asked the Provincial Secretary "whether Government has in its contemplation the removal of a rock situate at a short distance from the end of the wharf now being constructed at the Poit, and which, if suffered to remain, may greatly interfere with the free access of shipping to the wharf in question." The Provincial Secretary replied by stating that the question of expense was the main point to be determined. , The Council then went into committee on the Estimates.
