(By Telegeam to Malta.) , . London, April 21st. The budget laid on the table by the Chancellor, of the Exchequer, shows a deficiency of four millions. It is proposed to raise this by a renewal of Exchequer Bills for two millions, to abolish Sinking Fund one million and a half, equalise Spirit Duties half a million, and put a penny tax on cheques.
