The importance of planning the Taupo bay area as one urban unit has been stressed by the Taupo County Council. After studying in detail the Taupo Borough Council's district scheme review and its "preliminary statement of objectives and policy." the county thought the borough's policy document should include reference to matters relating to the Taupo bay area and to the region. It was considered appropriate to include reference to the significance of Taupo as a regional service centre and the importance , of planning the Taupo Bay area as one urban unit. County councillors passed a resolution inviting the borough tb include in its policy a statement recognising that "all land vvithin Taupo bay constitutes one urban area, to be planned physically and developed for the benefit of all vvithin that area and the region." The question of zoning

on the county/borough boundary came up when the owners of a half acre lot vvrote seeking an outline of the steps they should take to have their land zoned residential. About half the property is at present vvithin the county and is zoned rural. The rest is zoned residential under the borough's district scheme. Developers of the land have asked the borough council for water and sewerage facilities. The county council will tell the owners that a scheme change will be initiated after the two councils have reached agreement on services vvithin the area. At Kinloch, developers will be asked to prepare a policy statement and a structure plan for the area. These will include stages of development, land use, transportation, and service planning for a settlement of about 500 people. The county council will also seek the developers' comments on a proposed

change to the district scheme, which affects the area. No formal steps leading to the scheme change will be made meantime. Council has decided to approach the Lake Taupo Co-ordinating Committee to relocate boundaries of proposed lakeshore reserve to the top of the banks of the valley containing the Whangamata Stream.
