At its June meeting the Borough Council decided that on its consent being given to subdivisions in the borough cash would be required in lieu of reserves at the rate of five per cent. of the estimated sale value of the area to be subdivided. At the council meeting of July 20 a letter from Messrs. R. H. Lepine and Company gave details of similar requirements in Hawke's Bay and elsewhere, and the council decided to clarify its own requirements by rescinding the original motion and rewording it on the lines of the information received. Formal notice was accordingly given by the Mayor. The information showed that the Napier practice was that a cash contribution- was required of five per cent. of the estimated selling price (the same rate as the Taupo council has fixed) of each additional section created by the subdivision. Where a sizeable area with one house on it was cut up the homestead lot was not cliarged for, only the other allotments. Lots created by mi'nor boundary changes between adjoining owners, by corner splays for street-widening purposes, or lots created for new streets, would not be charged. The information also showed that practically every municipality of any size in New Zealand adopts a policy on these lines, but some charge 10 per cent., while for several years past Lower Hutt had charged a flat rate of £40 for each residential section . created.
