THE DROWNING SEASON
SAFETY PROPAGANDA The third annual "Prevent Drowning" Campaign was held over the period November 1951 to March 1952 inclusive, states the Annual Report of the Department of Internal I Affairs. The National Prevent Drowning Committee, which consists of representatives from the Health, Education, Broadcasting, Tourist and Publicity, and Internal Aifairs Departments, and the National Committee of Swimming and Life-sav-ing, decided that the conduct of the campaign should be decentralised. This was brought about by each district Physical Welfare Officer setting up in each community of any size in his district a local prevent drowning committee, which was made up of representatives of each sporting organization in the vicinity whose members were concerned with swimming and boating hazards, farming
organizations, local bodies, and from the local radio staton (if any), These committees di'stributed the publicity handed to them by the district Physical Welfare Officer, arranged film screenings, speeches, newspaper publicity, and demonstrations. Reports on the campaign submit-f ted by district Physical Welfare Officers, who, with the help of the local committees, did all the fieldwork in connection with the campaign, indicate that the season under review was by far the most successful yet.
