NEWSPAPER COMMENTS
Ottawa, November 18. The newspaper Citizen, the Ottawa Conservative organ, declares Sir W. Laurier’a statement that the Canadian navy would not participate in war waged by Britain unless the Parliament of Canada saw fit, comes near a declaration of independence. If the Canadian warships declined to fight the situation would be unique in the history of any nation.
