London, September 9. Kkir Hardie, M.P , addressing the Trades Union Congress, said the labor party put the right to work or main* tenance in the forefront of their demands. Now there was a promise that both claims would be admitted by State Insurance' against unemployment, which would be equivalent. to maintenance. The Development Billf which was the most revolutionary measure ever introduced into Parliameet, would provide work while the Government also promised insurance against sickness. Altogether they were on the eve of great developments.
