Taxing Municipalities.

PRESIDENT TAFT’S RECOMMENDATIONS.

Washington, June 17, President Taft, in a message to Congress, recommends a tax of 2 per cen . on the net earnings of Municipalities. He also suggests an amendment to the Constitution enabling the United States Government to levy income tax without apportionment among the States. The message adds that this is undoubtedly a proper tax which the Government ough to have, which might be indispensable to the nation’s life in a great crisis.
