France’s Navy.
Paris, February 21. The Minister of Finance, M. Caillaux, refuses to agree to the credit asked for by the Minister of Marine, M Picard, of a million franc for re-organisation of tbe navy. M. Caillaux alleges the scheme contains the germ of a new programme which Treasury cannot finance. He further alleged that the naval account is faulty.
