Constantinople, December 3. MoNTENEGbO and Turkey have signed an agreement exchanging strips of territory in order to round off the frontier of Plava on the eastern border of Montenegro. An enthusiastic procession, two miles long, including Turks, Armenians Jews and Greeks, with their spiritual leaders marched through Constantinople escorting the ballot boxes used at the first election and cheering the constitution. Grissinjeh, an officer in the Turkish army, who assassinated Maher Pasha at Constantinople, is a supposed spy of the old regime.
