■ ’ ’ October 4! Colonel Seeley, Under-Secretary for the. Colonies, in a speech at Liverpool declared that we were drawing very near a better system in the Government of the Empire. He predicted the establishment of a great Council of the Empire to discuss the question of Asiatic immigration.
