VICTORIA’S NEW GOVERNOR..

LORD ROSEBERY’S EULOGY.

LONDON, June 16. Lord Rosebery, speaking at the banquet tendered by the Scottish Liberal Club to Sir T. GibsonCarmichael, the new Governor of Victoria, declared that he was convinced that their guest Would do good to Victoria, and would help to bind the Empire by the imperceptible thread of sympathy and friendship. He was confident that the Caledonia Club of Victoria would recognise in him a sympathetic, cordial spirit, while he would see in its members men who were transforming Australia into one of the greatest regions of the Empire. Sir T. Gibson-Carmichael, in reply, said that it had always been his desire to do something to help his country, and he was fully determined to try to do his duty.
