James McGowan, from the Prime Minister’s Office : R. L. Somers, Esq., Mayor, Te Aroha, Sir,—l have the honour to refer to the request made by the deputation which waited on me on the 11th of February last at Te Aroha, in reference to purchase of|the remainder of Lipsaytown. I have now to inform you that the matter has been looked into, and I find that the remainder of Lipseytown is the property of the infant children of the late Mrs Lipsey, and cannot be sold until after the death or re-marriage of her husband. The property has been ceded to the Crown on a 99 years’ lease, under the provisions of the Mining Act, and it does not appear that any further steps can be taken in the matter at present. —Sanitary Inspectors Report—
The following report was read from the Sanitary Inspector (J. Salmon): — 11 1 have to report that the first case for eight years, of enteric fever occurred at the end of last month. Dr. Axford, the medical officer in charge of the case, also the Health Department Inspector instructed those in charge of the patient as to the necessary precautions to be taken, which have been complied with, and the patient is now nearly convalesscent. The sanitary surroundings of the cottage where the case was reported and inspected are far from satisfactory. The water table which takes house drainage is not kept clear, rubbish from the drain and houses accumulate on the edge of drain and is the resort of numerous fowls and ducks. There is no house drain for the cottage, the very small space at rear and side of the house is used by the fowls and ducks, and house slops have no outlet. Also within a few feet of the cottage and adjoining sleeping rooms on next section, fowls are penned and a fowl house exists that is not kept clean, and cannot well be. The Health Inspector and myself drew attention, and the proprietor promised to remove the fowls and ducks. They are still there, and as already reported before the fever broke out. They are a menace to health, and should not be allowed where there is no convenience for them. Neither the Inspector of the Health Department or the Borough Inspector have power to order their removal, though both report that they should not be allowed in such small yards and close to buildings,” —lnspector of Nuisances Report—
Inspector Salmon reported that several cases of nuisance, owing to defective drainage, have been reported during the past month. Dr. Axford complained of the bad and unhealthy state of the gully in the rear of his residence, which takes the drainage of the houses in Koromiko-street. This has been inspected at various times within the last few years, and is still a menace to the health of those living near. The Inspector asked the Council to place on the Borough byelaws “ that no fowlß\ or ducks be allowed within what is known as the building area.” * —lntake Dam-
