For the motion ... 76 Against ... ••• 294 Mr Balfour (Loader of the Opposition) warned tho Commons that if the principle of rating unearned increment was adopted in Scotland it would be extended to England. Evidently, he said, the Government ment contemplated a fundamental and immense change in the incidence of local taxation. They had {adopted the teachings of Henry George, and were treating Scotland as experimental grounds for wild cat schemes.
