Peace Conference.
(By Telegraph—Press Association.) THE HAGUE, Yesterday. The United States proposes the establishment of a permanent court of Arbitration sitting at the Hague, consisting of fifteen judges chosen from different countries, to determine all differences of an international character between sovereign and states not settled diplomatically, the decisions by a majority votes, nine judges making a quorum. Britain submitted a proposal containing 32 articles, strictly defining the duties and obligations of neutrals in connection with naval warfare.
