QUESTION OF TARIFF REFORM.
Sir Campbell-Bannerman, at Manchester in a vigorous party speech incidentally directed his sarcasm to Mr Balfour’s tardily coming into line with the tariff reform. He ridiculed MV Balfour countenancing the attempt to ulse the Imperial Conference lor party purposes. He remarked that the efforts to sow dissension between the Government and the colonies had failed as,'it deserved. He recognised that a: severe struggle Was approaching on the tariff reform reference.
